Change gear light (green)

Hey guys, I have a question about the move up a gear green light.

When does this come on? And is it supposed to come on for optimum performance or just when your hitting the rev limiter or something?

it comes on just before you hit rev limiter.

my rs monitor flashes up to tell me to change gear before i hit the rev limiter so i don't think its optimum
