High pitched whine at 70mph

Hi Everyone, hope you can help.

My Twingo 133 has developed a very annoying and loud high pitch whine at 70mph. Below 68 and above 75ish it cant be heard. It happens in both 4th and 5th, irrespective of RPM, only road speed. It also goes away when the clutch is pressed or no throttle is applied.

Any ideas?? I'v thought about clutch bearing, gearbox and wheel bearings. But I dont know where to start.

The car has recently had new front breaks and full cambelt/ dephaser/ water pump change.
 
If it was the clutch it would do it stationary not needing to be in gear at all. Simple test there is to press the clutch in and out while stationary out of gear.

But it isn't that as you say it only does it at 70. I'm new to twingo's (like a week) but from what you say I would hazard then wheel bearing / planetary gear set / gearbox output shaft bearing
