Doesn't look right to me what do you think guys?

Are you meaning something rolled into a tube and stuck over the bleed nipple on the calliper.

Edit - Thinking after seeing the pic on a monitor, thats actually the brake hose fitting and the bleed nipple is just hidden behind the calliper.
 
took me a while to see it. i initially thought to myself ''you're joking, you don't know what a sliding pin's boot is?'' lol and then i seen the dull silver tape rolled around the bleed valve. couldn't say what the problem is without looking at it, either way it's there for a reason LC. i'd seriously recommend taking no risks when it comes to your brakes, get it checked out and at worst case scenario may need the valve and nipple replaced. worst case scenario would be a new or used caliper, so don't worry
 
I don't believe in God, but I do believe in duck tape. And my hammer.

Neither of which I would use when it came to my brakes. I'd definitely be peeling that back to check what it's covering. If you're luck (unlikely) someone taped it (excessively) to reference where which bit went, or more likely it's covering something someone forgot about
