He was probably a marshall, saw it as being a safe area.

Freak things do happen in rallies and 9/10 it sucks when they do

The Signs do say:

You are now approaching a Motor Rally Special Stage.
You are warned that Motorsport is Potentially Dangerous and you are present within the Vicinity of the course Entirely at your own risk.

But, that kinda thing should be covered by the Motorsport Insurance of the Evo.
