Dogs don't beg, they work to be rewarded. Dogs want to learn, in return for work, we give them treats or a reward.
They 'beg' if we just treat them for no good reason, i.e. tip-bitting from the table. They learn that if they 'beg', they'll get rewarded because in their mind you're rewarding them for begging. If that makes sense.
Cats don't work, yes they can be taught tricks but they don't want to work for us or be rewarded for it.
