yeah that's one of the requirements, makes address and the British Standards number thingy, of which mines has :) there is not one piece of legislation that dictates the shape of your number plate so long as it meets the set requirements in spacing and minimum distances around borders etc + correct font and materials used. white front, yellow back offcourse. it has to be within reason though, my 13 x 6.5 is in place of where the original plate was so it cannot be argued that i've moved it from it's original position. MOT boy in my work gave me the thumbs up, if VOSA say's it's legal i'm fine with that
