I've got a TRS Towing Strap and I just drilled through the metal plate behind the towing eye thread and put a 5" High Tensile bolt through the hole.
Plenty of load spreading washers and it was done.

I used the standard mounting hole on the mounting plate of the Strap, but had to cut out part of the plastic support section from the back of the bumper.
